A quick google search shows the circumference of the Earth to be around 40,074,275m. Another search shows the average walking speed to be around 1.4m/s and the average running speed to be at around 3.1m/s (this one's iffy). Now, relative to the Earth, a person walking on its surface would be rotating around it at a rate of (1.4 / 40074275 * 60) = .000002096 rpm and (3.1 / 40074275 * 60) = .000004641 rpm when running. It would take about 5 months to run one full rotation according to these calculations.

But why stop there?

An observer outside of Earth would see the runner being displaced by the rotation of the Earth as well. The Earth does one full rotation per day, so that comes out to be (1 * 24 * 60) = .0006944 rpm, + .000004641 = .0006991 rpm when running with the rotation of the Earth. Still quite small.

Let's look at it a different way. A single step cycle for one foot could be considered a rotation, and a rotation is completed every time that foot touches the ground. Luckily, there is an easy way to calculate this: A person's stride length determines the distance crossed before their foot touches the ground, completing a rotation. Stride length is based off one foot. The average walking stride length is 1.5m and the average running stride length is around 2.6m (again, iffy). Also, you likely have two feet, so your rpm would be doubled. Thus, you would complete (1.4 / 1.5 * 2) = 1.867 rpm at walking speed and (3.1 / 2.6 * 2) = 2.385 rpm at running speed. There is a simpler method known as "look up what the average steps per second is" but I'm too tired to try that.
